Goals and development guidelines of the National Moral Promotion Action Plan Phase II

     The National Moral Promotion Action Plan Phase II (year 2023-2027) was created to promote morality and achieve the national strategy of making Thailand prosperous, stable, and sustainable with the participation of all sectors.

     Therefore, the development of human resources is crucial in driving the country's development using "morality" as a fundamental value, in line with the objectives of the National Moral Promotion Action Plan Phase II. The goal is to encourage Thai people to have behaviors that reflect increased morality, aiming for a moral society in which Thai people live together in harmony under religious morality, the Sufficiency Economy Philosophy, beautiful Thai culture, and a Thailand free from corruption and misconduct..

To achieve these goals, two outcome indicators have been set:

     1. The Moral Index, consisting of five factors – sufficiency, discipline, integrity, volunteerism, and gratitude – is expected to increase by 10% by 2027, compared with the baseline data of 2022;

     2. State agencies are encouraged to apply the principles of the Sufficiency Economy Philosophy in their management, with an increase of 5% in the Integrity and Transparency Assessment (ITA) score by 2027, compared with the baseline data of 2022.

In addition, development guidelines have been established to achieve the objectives of the action plan and lead to the results of the national strategy. They are as follows:

     Sub-plan 1: Promoting an environment conducive to promoting morality and appropriate acts for the context of Thai society;

     Sub-plan 2: Developing and strengthening the capacity of mechanisms for driving and promoting morality;

     Sub-plan 3: Promoting learning and developing the potential of individuals and network organizations to drive the promotion of morality.
