In order to alleviate difficulties in demonstrating shipping manifests for businesses that have the same project goods but need to transport them in multiple ship trips, the Customs Department has introduced a practice referred to as "Multiple Ship Trip Import Manifest" to facilitate easier business operations.

     The guidelines for preparing a multiple ship trip import manifest are as follows: when the Customs Office, the Customs Checkpoint, or the Customs Department, which is responsible for customs procedures for the initial shipment, receives a request for a multiple ship trip import manifest, the customs officer at the respective department should inspect the details before proposing to the commander for permission, as follows:

1. The goods that are to be permitted for the preparation of multiple ship trip manifests should be goods imported for assembly into complete sets, according to the 1987 Customs Tariff Decree Part 1, interpretation of Customs Tariff, Clause 2 (A) "The category which refers to any item includes that item in an incomplete or unfinished state, provided that at the time of importation it has the essential character of the finished or complete item, and also includes the finished or complete item (or the item classified as finished or complete according to this guideline) that is imported in disassembled or unassembled form." The goods in the first paragraph may be imported at different times, but must comply with the guidelines set by the Director-General of the Customs Department.
2. Examine the request for permission to prepare a multiple ship trip manifest and the bond agreement for the multiple ship trip import manifest, as stipulated by the Customs Department.
