Criteria for Permission to Send Job Seekers to Work Abroad Under the Technical Training and Practice Program – Application Submitted to the Provincial Employment Office Where the Licensee is Located (Jor Tor 3 -- Japan (Internship))

For job placement companies planning to apply for permission to send job seekers to work abroad under the technical training and practice program in Japan, it is necessary to follow the various steps specified, including criteria and procedures for considering applications, as follows:

  • Licensees for job placement abroad under the technical training and practice program must have qualifications and not have the prohibited characteristics as defined by law. They must not be penalized in terms of the job placement registry, and the licensee must have received permission from the Department of Employment to be the sending organization.
  • For applications for permission and granting permission to send job seekers to work abroad under the technical training and practice program, applications can be submitted to the Thai Overseas Employment Administration, Department of Employment, in the case where the office is located in Bangkok. In cases where the licensee's office is located in other provinces, the application can be submitted to the Provincial Employment Office where the licensee's office is located, or to the Thai Overseas Employment Administration, Department of Employment.
  • The licensee can charge or collect service fees from the job seekers being sent to work abroad under this technical training and practical work program, not exceeding the amount of wages or monthly compensation that job seekers will receive from the receiving organization in the first month, or within the first 30 days of work, and can charge or receive expenses for sending job seekers to work, only for the actual amount paid, but not exceeding 2 months of monthly compensation.
  • The period of operation as specified in the law does not include the period for sending documents by mail.

Details of the process steps and timeline include:

  1. Document completeness check: When the service recipient submits the application with the documents, an officer will inspect the completeness and correctness of the documents and schedule the location to pick up the work permit. This process takes 1 business day.
  2. Document review: The provincial employment office staff will consider and forward the application and documents to the Director-General of the Department of Employment. This process takes 2 business days.
  3. Mailing documents to the Director-General of the Department of Employment takes about 4 business days.
  4. Document review: The Thai overseas labor administration officer will verify the information and submit a summary opinion to the Director-General of the Department of Employment. This process takes 2 business days.
  5. The Director-General of the Department of Employment will consider and sign the work permit (Form Jor Tor 3 Kor) and deliver the documents to the provincial employment office that received the application. This process takes 1 business day.

     The total process for applying for a permit to send workers abroad under the technical training and practice program in Japan will take approximately 10 days, depending on several factors such as the completeness and correctness of the documents, the consideration of the reviewers, and the time taken to amend the application.

     Once the entire process is completed, the result will be notified to the applicant within 7 days after the review is completed. In applying for a work permit abroad, there is a fee of 10 baht.
