The inspection of crew members on any watercraft entering Thailand 

     The act of entering Thailand can be done through various means of transportation, based on the convenience of each individual. For those entering by water transport, such as a boat or larger ship, the owner or operator of the vessel must submit the relevant documents pertaining to the vessel, as well as the necessary documents of the vessel’s crew members.

The following documents are required: 

  1. The vessel’s list (Form Tor Mor 2/1);
  2. The vessel's crew list (Form Tor Mor 4/1);
  3. The travel documents or identification papers of the vessel's crew members, such as a Seaman’s Discharge Book or a Seaman Book;
  4. The passenger manifest and the signatures or fingerprints of the vessel’s controller and the crew members (Form Tor Mor 36);
  5. A request for permission to allow the crew members to disembark (Form Tor Mor 33);
  6. A certificate of residence (Form Tor Mor 15 or Tor Mor 16, Tor Mor 16 or Wor Yor or Tor Mor 17 (if any)).

Inspection Steps

     1.  The owner or controller of the vessel shall notify the immigration officer at the checkpoint, port, or district in Thailand of the scheduled date and time of the vessel's arrival, as specified in the Form Tor Mor 2/1.

          If unable to comply with the above step, the owner or controller of the vessel shall report to the nearest immigration officer at the checkpoint upon arrival in Thailand in order to allow the officer to inspect the vehicle according to the scheduled date and time notified earlier;

     2. The officer shall inspect the crew list provided by the owner or controller of the vessel and shall verify the accuracy of the information in the list;
     3. The officer shall inspect the crew list provided by the vessel’s controller to the immigration officer at the port or station (Form Tor Mor 4/1) by checking against the crew's identity documents, such as the Seaman's Discharge Book, a Seaman Book, or their passports, and shall verify the ship's articles of the vessel (if any), as well as shall checking the blacklist of prohibited persons;
     4. Once the evidence has been verified as accurate, the vessel’s controller and driver must sign Form Tor Mor 36 as proof to be used in the inspection upon leaving Thailand; 
     5. The vessel’s controllers or watercraft crew, if they have  entered Thailand from a foreign port and need to disembark from their vehicle, should submit a request in accordance with Form Tor Mor 33.  If no red flags are found upon inspection, permission to disembark will be granted, and the official will issue an identification document according to Form Tor Mor 1, which must be kept as evidence. The condition for approval is that they must leave on the same vessel on which they arrived;
     6. In case prohibited persons are found to be a part of the vessel’s crew, authorized officers have the power to order them not to leave the vessel and must inform the vessel’s controller to control them within the vessel and to confiscate their identification documents, which will be returned when the vessel carrying the prohibited individuals leaves Thailand;
     7. The vessel’s owners or controllers are required to pay fees for the inspection of individuals and the vehicle.
