Guidelines and Procedures for Applying for Forbidden Timber Exploitation Permit, in Case of Regional Applications

     Those wishing to apply for a permit to exploit forbidden timber according to the forestry law must proceed under the National Forest Reserve Act, Section 11, and the Ministry's 2017 Rules on Applying for and Granting Permission to Exploit Forbidden Timber. Applications should be submitted to the local forestry officials. In case of regional applications (outside Bangkok), applications should be submitted to the local Forestry Resource Management Office where the forest or land is located. The form should follow the ones prescribed in the Forest Department's Announcement setting forth the forms for timber exploitation permit application, permit request receipt, permit, permit renewal request, substitute permit request, and forbidden timber account according to the Ministry's 2017 Rules on Applying for and Granting Permission to Exploit Forbidden Timber, and the rules for forbidden timber exploitation according to the 1941 Forestry Act in the 1965 third and the 1981 ninth editions of the Rules (second volume).

Procedure for applying for a permit to exploit forbidden timber in the case of regional applications:

  1. The applicant submits an application with the related documents to the local forestry official - the official checks for the completeness and correctness of the documents.
  2. The official inspects the area for which permission is requested and checks the forbidden timber's marks.
  3. The inspecting official prepares a report of the results, together with the related documents, and submits it to the local Forestry Resource Management Office for consideration. It is then forwarded to the provincial governor and the Director-General of the Forestry Department for further consideration.
  4. The Timber Permission Department of the Forestry Department checks the legal aspects - if everything is in order, the case is proposed to the Director-General of the Forestry Department for approval, and the result of the consideration is reported to the local Forestry Resource Management Office.
  5. The local Forestry Resource Management Office informs the applicant of the decision, and they proceed to pay the various fees and the state portion in advance.
  6. The head of the local Forestry Resource Management Office signs the forbidden timber exploitation permit - the official informs the permit recipient to come to receive the permit.
