The procedures for importation under A.T.A. Carnet are as follows:
1. Importers need to submit a complete form of Importation Counterfoil and Importation Voucher (A.T.A. Carnet form in white) attached with required documents to Customs Station;
2. When all documents are verified, a tax exemption number or tax payment number (as applicable) will be issued, and then importers take the verified documents to pay tax (if applicable) or to receive goods.
Cautions for importation under A.T.A. Carnet
1.Any goods imported under A.T.A. Carnet must be goods that are approved for import under the A.T.A. Carnet Agreement. If goods for with other purposes, such as for production line or maintenance parts, A.T.A. Carnet cannot be applied for. A further list of goods cannot be added in an import entry (white form);
2. An A.T.A. Carnet will expire within 1 year, starting from the date it is issued. The goods must be returned within 6 months from the date of importation, which may not be past the date that A.T.A. Carnet is issued;
3. The front cover of A.T.A. Carnet (in green) shows the names of signatory countries and the Guaranteed Association;
4. In case when importers do not return goods within the set date or violate the regulations, with or without intention, the Board of Trade of Thailand, as a surety, must be responsible for tax payment and encumbered charge to Thai Customs. The total expense will not exceed the import tax or more than 10% of import tax. The extra charge will be collected from importers
5. A.T.A. Carnet Form or part of A.T.A. Carnet submitted for import-export and used as a guarantee document are exempt from tax.
