Temporary import-export of goods (A.T.A. Carnet)

     A.T.A. Carnet is an international customs document that permits the temporary import-export of goods. It is applied to use as Import Entry, Export Declaration, re-import form, transit document, and tax guarantee for any goods that are approved for tax exemption under A.T.A. Carnet conventions. An A.T.A. Carnet form expires within 1 year.  A person in charge who issues the document and surety must be approved by the Customs Department and be a member of an international guaranteeing association.
         
     In Thailand, the Board of Trade of Thailand is approved by Customs as an authorized agent to issue A.T.A. Carnet for exporters and  as a tax surety in case importers perform any violations.

There are four parts of the A.T.A. Carnet, which are as follows:

  • Front and back cover (green form) and transition (white form);
  • Export form and re-import form (yellow form);
  • Import form and re-export form (white form);
  • Import Entry and Export Declaration (blue form).
