Reduction of import duty on parts and raw materials for medical devices

Strategy 3 contributes to the development of the medical device industry by reducing import duty on parts and raw materials used in medical devices to zero, and it supports technology localization from abroad, which will be an important mechanism to drive the BCG model in relation to medical devices.

The development of technology localization is a mechanism to solve industrial problems, upgrade translational research and technology deepening, create high economic impact, and solve the country's major problems, by supporting investment in research and development (R&D). Research will be concentrated on intelligently challenging problems in the public, education, and private sectors from both domestic and foreign countries, resulting in the development of new technologies and innovations developed from the original by leapfrogging. In addition, the strategy will help Thai manufacturers to have lower costs, especially for important parts such as plastics and metal pipes (certain parts should be sub-classified by a reliable certification body, in order to create confidence in the body inspecting the imported products).

There are two related measures, namely exemption of import duty on parts and raw materials for medical device production in the country, and provision of privileges to promote the development of Thai medical device innovation through the process of procurement of medical devices. This will result in reducing the imports of medical devices from abroad, encouraging Thai entrepreneurs to compete with foreign companies in accessing the government market. It will also build public health security in Thailand and enable the production of medical devices at low prices for consumers.
