Inspection of foreigners using border passes between Thailand and Malaysia 

     The Thai government reached an agreement with the Malaysian government in 2013 regarding the creation of a new version of the border pass to facilitate travel between Thailand and Malaysia. The new version includes changes to the objectives of travel, which are as follows:

  1. The passport holder may indicate other purposes of travel besides visiting relatives, such as tourism, sports, short-term courses or training (up to 6 months), and attending seminars, meetings, or conferences, etc.;
  2. The border pass is valid for one year;
  3. The period of stay may be no more than 30 days;
  4. Travel from the border shall not exceed 25 km (Chidtala Province, Kedah State, but not Penang), and the area now consists of the entire border area of Kedah, Kelantan, Perlis, and the Hulu Perak region of Perak;
  5. The border pass applicant must be a citizen of Thailand or Malaysia and must have resided within their respective border areas for at least 1 year, with a follower, if that follower does not exceed 12 years of age.

Inspection Steps 

  1. Verify the correctness and completeness of the border pass card and confirm its validity (normally, border pass cards are valid for 6 months);
  2. Check whether the holder of the border pass card is authorized to enter; 
  3. Record the names of the border pass cardholders in the passenger manifest for arrivals and departures (Form Tor Mor 3) and in the Foreigner Control Book (Form Tor Mor 53), while also ensuring that all fields have been completed accurately, especially the field of residence location in Thailand. The border pass card holders should sign their names by hand as evidenced in the Foreigner Control Book;
  4. Stamp the inspection and authorization seal on the border pass card to allow the holder to enter Thailand;
  5. In the case where the border pass card holder is departing from Thailand, they should be checked in the same way as a regular departure. In the case where the border pass card holder is travelling through different checkpoints for entry and exit, a copy of Form Tor Mor 3 should be submitted to the destination checkpoint in order to provide discharge information to the entry checkpoint.
