Procedures for Establishing a Bonded Warehouse for Ship Repair or Construction Yards

     The Customs Department has outlined the procedures and timeline for establishing a bonded warehouse for ship repair or construction yards as follows:

  1. Verification of Document Completeness: Check whether the details in the application, documents, and evidence are correct and complete. This process takes 2 hours.
  2. Verification of Document Completeness: If it is found that the details in the application, documents, or evidence are incorrect or incomplete, the applicant will be notified to amend the application, correct, and complete the documents or evidence within 15 days from the receipt of the notification letter. This process takes 1 day.
  3. Site Inspection: Once the details in the permit application, documents, and evidence are correct and complete, the customs officer will inspect the site where the bonded warehouse is to be established in conjunction with the agency supervising the proposed location, and summarize the facts with comments to propose to the director-general for consideration to issue or not to issue the permit. If the director-general decides not to issue the permit, the customs officer will notify the applicant, including the reasons and rights of appeal. This process has a duration of 15 days.
  4. Signature/Committee Resolution: The customs officer will notify the applicant of the result of the consideration, so that the applicant can pay the permit fee and request the permit within 30 days from the date of receipt of the notification letter.
  5. Verification of Document Completeness: Once the applicant has successfully paid the permit fee and requested the permit, the customs officer will propose to the director-general to issue the permit. A notification letter outlining conditions for the applicant's actions concerning the location, equipment, tools, and control systems to support operations within the bonded warehouse will be issued within 90 days. This process takes 7 working days.
  6. Upon receiving the permit and fulfilling the conditions set by the Customs Department, the permit holder must submit an application to open and operate the bonded warehouse. The customs officer will check the details in the application, a process that takes 2 hours.
  7. Site Inspection: When the details in the application to open and operate the bonded warehouse are correct and complete, the customs officer will inspect the readiness of the site proposed for the bonded warehouse establishment, in conjunction with the bonded warehouse inspection division and the agency supervising the proposed location. If all the criteria and conditions are fully met, the customs officer will issue a letter to the permit holder to make a guarantee and bond contract, place a bank guarantee letter, pay an annual fee, and propose to the director-general for consideration to permit the operation of the bonded warehouse. This process takes 15 days.
  8. Signature/Committee Resolution: The customs officer will send a letter notifying the permit holder of the result of the consideration to open and operate the bonded warehouse. This process takes 7 working days.
