Procedures for importation of pets at the Customs Office at Suvarnabhumi Airport

Procedure for importing pets

1. Application for import permit for animals must be submitted prior to their importation at AQS, aquatic animal quarantine station, or wildlife quarantine station at the port of entry, depending on the types of imported animals. 

2. Register as a customs broker or carry out customs procedures at customs offices across the country. At the Free Zone, Suvarnabhumi International Airport, the registration can be done at General Administrative Sub-division, 2nd Floor, BC-1 Building on 0-2134-1232.

3. For the importation of pets, there are two types of import declaration:

3.1. Simplified Customs Declaration Form (Kor.Sor.Kor.102): 
      Customs procedure for this type is as follows:

3.1.1 The importer submits a Simplified Customs Declaration Form (Kor.Sor.Kor.102) to Customs officials along with:

- ID card or passport;

- Original copy or photocopy of air waybill;
- Letter of Approval of Importation/ Transit/ Transshipment of Animals or Carcass (Letter Ror.6) and Import Permit for Animals or Carcass (Form Ror.7).
3.1.2 Customs officials examine the Simplified Customs Declaration Form and supporting documents, and assess Customs valuation, as well as duty and taxes;
3.1.3 The importer/ agent makes payment for duty and taxes;
3.1.4 The importer brings their pets to the customs officials for the release procedure.

3.2 Import Declaration (Kor.Sor.Kor.99/1): Customs procedure for this type is listed below:

3.2.1 The importer submits import declaration data to the computer system of the Thai Customs Department and makes payment for duty and taxes;
3.2.2 The computer system will automatically assign a customs official to carry out physical inspection of the shipment;
3.2.3 In a case in which the AQS, aquatic animal quarantine station, or wildlife quarantine station requests an inspection of the shipment, the importer is responsible for contacting the warehouse to prepare the shipment and complete the inspection; 

3.2.4 The assigned customs official will examine the shipment, value, and import permit. If it is found that the declaration is accurate, the customs official will record the inspection result in the computer system. The warehouse will be informed of the release of the shipment from customs custody and the importer is liable for retrieving the shipment from the warehouse.


Remarks: The Letter of Approval of Importation/ Transit/ Transshipment of Animals or Carcass (Form Ror.6) has to be issued prior to the date of import. Failure to do so is considered a violation of Section 244 of the Customs Act B.E. 2560 (2017), with a fine of 10 percent of the price of goods, not less than 1,000 baht but not exceeding 20,000 baht, regardless of whether such goods are subject to duty or not.

Temporary importation of pets

1. The importers or their agents submit a Simplified Customs Declaration Form (Kor.Sor.Kor.102) and present it to the customs official along with supporting documents, as follows:

- Passport;

- Original or copy of the air waybill;

- Notification of permission to import animals or carcasses into and through the kingdom (Ror.6) and permission to bring animals or carcasses into the Kingdom (Ror.7);

- Proof of ownership.

2. Ensure that the shipment is bonded or guaranteed that it will be exported in six months from the date of import. In this regard, the customs house for the export must be specified.

3. Customs officials release the shipment of the pets and provide a copy of bond and guarantee when exporting the pets.
