Bringing living creatures, especially animals, from abroad requires prior knowledge that "live animals" are considered "restricted items" under Thai law. Therefore, pets brought into the country are not exempt from duties and must obtain import permission from the Department of Livestock Development beforehand. Below are the summarized details and procedures:

1. For passengers bringing pets into Thailand, the required documents include a passport and the original health certificate for the animal.

1. Upon arrival at Suvarnabhumi Airport or other international airports, after passing through immigration and collecting your pet, such as a dog or cat:
2. Take the pet along with the relevant documents to the animal quarantine station at the airport to request permission to bring the pet into the Kingdom (Form R.7).
3. Present the pet and Form R.7 from the Department of Livestock Development to customs officials at the "Goods to Declare" channel to pay taxes and receive a receipt.

2. For Importing Pets at Suvarnabhumi Airport Customs Office:

1. The import permit application must be submitted in advance of importation. Importers can submit requests at the animal quarantine station, aquatic animal inspection station, or wildlife inspection station depending on the type of animal.
2. Register as a customs procedure participant at customs offices nationwide.
3. Importers can prepare two types of import declarations:
   • Special Import Declaration (Kor Sor Kor. 102)
   • General Import Declaration (Kor Sor Kor. 99/1)

Note: The approval notice for bringing animals or animal carcasses into and through the Kingdom (Form R.6) must be issued before the import date. If customs officials find that the permit was issued after the import date, it may be considered a violation of import restrictions.

3. For Temporarily Bringing Pets into Thailand:

1. Submit a Special Import Declaration (Kor Sor Kor. 102) to customs officials along with evidence such as:
   • Passport (original or copy) or air waybill.
   • Permit Form R.6 / Form R.7.
   • Other documents proving ownership.
2. Sign a guarantee that the pet will be exported within six months from the date of importation, specifying the customs point for return.
3. Customs officials will release the pet and provide a copy of the guarantee for future export documentation.
