The Civil Aviation Authority of Thailand, or CAAT, has enacted the CAAT Regulations on Denial of Passengers, effective February 19, 2025.
Airlines can refuse flight services to any passenger, Thai or foreign, under the following conditions:
Passengers needing special assistance but failing to request it within the required timeframe;
Passengers who cannot present valid identification, travel documents, or immigration documents to related officials;
Passengers who are denied entry or transfer at their
destination by the immigration authorities;
Newborn infants younger than 14 days old;
Children under 5 years old who travel alone;
Pregnant women whose pregnancy stage is considered unsafe
for air travel by the airline;
And passengers who deny luggage check by any officer or fail
to pass security screening.
