Surin PHO Condemns Hospital Attack, Outlines Public Health Response to Border Clashes

To the media and members of the public,

The Surin Provincial Public Health Office (Surin PHO) reports on multiple border clashes today in Kap Choeng and Phanom Dong Rak districts. In a grave escalation, we confirm Phanom Dong Rak Hospital was attacked and damaged. The Surin PHO condemns this abhorrent act as a flagrant violation of human rights and international humanitarian law.

Incident Summary and Medical Response Status:
     • Total Confirmed Casualties (as of 2:45 PM):
          o Fatalities: 2. Both were civilians: a 9-year-old child and a 41-year-old adult.
          o Injured: 9. This includes 5 soldiers and 4 civilians.
     • Hospital Closures:
          o Phanom Dong Rak Hospital: Closed following a direct attack. Services are suspended.
          o Kap Choeng Hospital: Closed as a safety precaution due to proximity to the conflict.
     • Patient Care Contingency: All patients from both hospitals are being urgently transferred to designated facilities, including Prasat and Surin Hospitals. New casualties will be routed to these operational hospitals.

The loss of any life is a tragedy. We are devastated by the deaths of civilians, especially a child. Our deepest condolences go out to the families of the victims during this profoundly difficult time.

A province-wide major incident protocol is in effect. All regional hospitals are on high alert, and 69 temporary evacuation centers are operational to provide care for all affected residents.
