Guidelines for Foreign Workers' Work Permit Application under ASEAN Free Skilled Labor Movement in Accordance with the MRAs Agreement

The criteria for foreign workers applying for a work permit under the ASEAN Free Skilled Labor Movement as per the MRAs (Mutual Recognition Arrangements) agreement (new applications) are as follows:

  1. Foreign workers must have a place of residence in the Kingdom or be permitted to enter the Kingdom on a temporary basis (Non-Immigrant Visa) under the Immigration Act, excluding those permitted to enter as tourists or transit passengers (Tourist/Transit).
  2. They must be foreign workers under the ASEAN Free Skilled Labor Movement and have received a professional license or certification from a council / professional association or assigned unit as per the MRAs agreement.
  3. The type of work they are applying for must not be prohibited by the Ministry of Labor’s Announcement on Determining Jobs Prohibited for Foreigners, dated April 1, 2020.
  4. Foreign workers must not possess characteristics that are prohibited under the Ministry's 2020 regulations regarding qualifications and characteristics of foreign workers applying for work permits.
  5. The criteria for approving the work of foreign workers must be in accordance with the Department of Employment 2009 Regulation on Criteria for Approving the Work of Foreign Workers, and as subsequently amended.
