Thailand: Developing the Health Care System for All Thai Citizens in Foreign Countries

        The Ministry of Public Health of the Kingdom of Thailand has consulted with the Ministry of Foreign Affairs to prepare a Memorandum of Understanding (MOU) for developing a health care system for Thai citizens staying in foreign countries. This system will be trialed by government officials and officials in all embassies and consulates in foreign countries, and they will cooperate to expand the results among Thai citizens and Thai tourists globally. 

       Presently, approximately 1,500,000 Thai citizens have migrated to foreign countries, and it is estimated that the number of Thai citizens traveling abroad will gradually increase to more than 10 million per annum. Moreover, there are many calamities in foreign countries, such as earthquakes in Turkey, unrest in Sudan, epidemics, etc., so Thais in those places will need care.

       Previously, there were healthcare systems set up by related healthcare departments; however, it was found that there were some problems, such as the accessibility of healthcare and evacuation to the homeland to get continued medical treatments. Therefore, the Ministry of Public Health and the Ministry of Foreign Affairs have come up with the MOU to develop cooperation in taking care of Thai citizens’ health when they are staying in foreign countries; it will be a management guideline to reduce the process and the time and increase the effectiveness of the system by managing “the Memorandum of Understanding (MOU) between the Ministry of Public Health and the Ministry of Foreign Affairs to take healthcare of government officials, consulate officials, and Thai citizens staying in foreign countries.” The target group includes more than 2,000 government officials, state staff, and employees working in the embassies and consulates in foreign countries, together with Thai tourists. This study will be trialed with groups of government officials and staff to develop the system, and it will be a coordination point to further expand the results to other target groups of Thai citizens overseas.
