“A Good School Must Have a Firm Foundation”: Quality measurement criteria according to the Moral School Project

     “A Good School Must Have a Firm Foundation” is one of the activities aimed at promoting ethics and morality, as well as encouraging students, teachers, and education personnel in the school to have a good conscience and act on the basis of good ethics and morality, consistent with the school's moral identity, or the concept of five moral principles, which are sufficiency, gratitude, honesty and integrity, responsibility, and moral ideology.

     The guidelines for organizing the "A Good School Must Have a Firm Foundation" activity are aimed at providing a framework that schools can use to examine their operations and enhance the quality of moral schools under the supervision of the Office of the Basic Education Commission (OBEC). The objectives are as follows:

  1. To examine the operation process and improve the quality of OBEC Moral Schools;
  2. To develop OBEC Moral Schools as a model for promoting morality and ethics;
  3. To honor the achievements of OBEC Moral Schools.

There are five levels of quality assessment criteria:

1-Star: Schools evaluate themselves based on the following criteria:

     The school has developed an annual operational plan for a continuous system of moral activities. It searches for problems and their causes, so as to creatively solve them. The school also organizes morality camps for youth and moral activities in a beautiful, safe, and pleasant classroom atmosphere.

2-Star: The Educational Service Area Office is the inspector, with the following criteria:

     The school applies for elevation and reports the results of the activities to develop OBEC Moral Schools, including innovations, creating good people, teachers networking within the school, and students having desirable behavior, in line with the school's moral identity or the conceptual framework of OBEC Moral Schools. The school administrators, teachers, personnel, and students follow the moral identity of the school.

3-Star: The “fast-moving team” is the inspector, as per the following criteria:

     The school applies for an elevation. The activity has been upgraded to a 2-star school in all aspects, including innovation and creativity, continuous development of good individuals, creating a network between schools and students receiving various levels of moral awards. Teachers provide activities, exchange learning, and create a network of morality.

4-Star: The Emergency Moral Squad (EMS) team is the inspector, as per the following criteria:

    The school applies for elevation and reports the results of the activities to develop OBEC Moral Schools. School administrators have knowledge and understanding of morality, serve as moral speakers, innovate in creating networks, and involve teachers in morality. The school holds family moral activities and expands them into the community.

5-Star: The central working group from the Basic Education Committee is the inspector and has the following criteria:

     The school applies for elevation and reports the results of the activities to develop OBEC Moral Schools. Teachers are exemplary and have been honored by individuals and organizations within and outside the region and country. The school has passed the evaluation of morality and transparency in operations, and students have desirable behavior, according to the moral identity of the OBEC Moral School.

The desired outcomes are as follows:

  1. The OBEC Moral School has been upgraded in terms of morality and ethics until it is accepted by students, teachers, administrators, communities, and related agencies at various levels;
  2. The school has been developed as a model for the OBEC Moral School and as a source of study visits;
  3. The school has been honored as a good school and has a good reputation;
  4. Students are selected to study in higher education, without needing to take a qualifying exam.
