"Community Digital Center": An ICT learning hub bridging inequality gap towards opportunities and sustainability

The issue of inequality has long been entrenched in Thai society, reflecting differences in accessing a quality life. Thus, in this technological era, technology has been utilized as a tool to lessen the societal inequality gap. This effort aims to equip the general population and youth with skills and knowledge in ICT, enhance accessibility to education, and foster community living.

The "Community ICT Learning Centers", established by the Ministry of Digital Economy and Society, play a significant role in diminishing digital inequality. It offers all sectors of society, regardless of their geographic location, the opportunity to access computers and the internet for improving their quality of life and connectivity to the global community, thereby fostering learning. Most of these ICT Learning Centers are conveniently located in places such as temples, mosques, community centers, cooperatives, local administrative organizations, schools, libraries, military camps, etc., where they can be easily accessed by the majority of the community.

Over the past decade, 2,281 "Community ICT Learning Centers" have been established, powered by more than 2,000 volunteers, serving as the key mechanism in local operations. This state policy implementation has shown rapid and effective results, bringing about significant improvements to people's lives, gaining both national and international recognition, including an award at the Asia-Pacific level.

Currently, there is a push for the "Community ICT Learning Centers" to evolve into "Community Digital Centers", focusing on providing services and guidance on digital technology usage for daily living and professional pursuits. This initiative includes proactive activities promoting creativity for community resilience, boosting income through digital technology such as online sales, promoting local tourism, facilitating remote work, and creating new types of jobs via digital channels.

Furthermore, "Community Digital Centers" continue to forge ahead in network development in collaboration with partners, aiming for over 90% of Thais to be able to creatively and safely use digital technologies in line with the national digital development plan for the economy and society.
