The collaboration between the Program Management Unit on Area Based Development (PMU) and The Siam Cement Public Company Limited (Kaeng Khoi) Limited, part of the "SCG" group, along with the Saraburi Provincial Industrial Council, is aimed at improving the economy, society, and environment. This is achieved by creating jobs in areas based on bioenergy plant investments. This is part of a pilot project for industrial cooperation in creating jobs in the area through the development of bioenergy plant-based occupations, moving towards the BCG Model in Saraburi province. The aim is to prepare to elevate Saraburi city to be a livable and smart city (Livable and Smart City), with the goal of making Saraburi province a clean city model that grows with the driving force of a circular economy in the area. The province also aims to have a good distribution of income and resilience to changes in all dimensions.
The project is being implemented in 7 sub-districts of Kaeng Khoi District, namely Ban Pa Sub-district, Tha Khlo Sub-district, Thap Kwang Sub-district, Ban That Sub-district, Tha Tum Sub-district, Muak Lek Sub-district, and Tha Maprang Sub-district. The aim is to promote research and improve community areas surrounding the factories into prototype areas for bioenergy plant systems. It also aims to promote and establish groups of bioenergy plant producers in Saraburi province under industrial cooperation in creating jobs in the area through occupational development and expanding to production and bioenergy plant processing systems in the central hub (HUB) of Thai Cement (SCG) factories nationwide. This project will create mechanisms for cooperation, support, and joint supervision of networks in the area to create a social enterprise fund, which will develop prototype housing (Housing Model) from low carbon material (Low Carbon Material).
In addition, there is an expansion of bioenergy plant investment projects to improve the economy of border towns and connect the economy to Kalasin, Mukdahan, and Nakhon Phanom provinces to elevate the joint economy of the border towns. It is hoped this can elevate and drive the overall economy of the area at a regional and international level through promoting knowledge, technology, and innovation that will help develop the production/planting process, the processing process, and the process of adding value to bioenergy plants.
The implementation of the above project is considered a promotion and support for the establishment of a social enterprise (Social Enterprise: SE) for bioenergy plants in driving the business model (Business Model) throughout Thailand. It is a cooperation between the public sector, business sector, and private sector that leads to the creation of new jobs for low-income people, leading to the establishment of a social enterprise for sustainability. This leads to the expansion of driving the development of the province and the country and will also be a process of creating a knowledge base through genuine research and investment processes.
The initiative is expected to create more than 350 jobs for low-income individuals and establish social enterprises. It is supported by funds worth more than 500,000 baht per 100 acres per year, ensuring sustainability within the bioenergy crop supply chain. This cooperation aligns with SCG's operational direction, which has set a goal to cease the use of coal and fossil fuels in all manufacturing processes by 2573 BE (2030 AD).
