Criteria for Inspection and Issuance of Phytosanitary Certificates - In Cases of Air Exports and On-site Inspection

The criteria and conditions for inspection and issuance of Phytosanitary Certificates, in cases of air exports and on-site inspections, are as follows:

  • Anyone wishing to apply for a Phytosanitary Certificate must comply with the Department of Agricultural Extension's 2008 announcement on the criteria, methods, and conditions for applying and issuing Phytosanitary Certificates, as per the Department of Agricultural Extension's announcement on criteria, methods, and conditions for applying and issuing Phytosanitary Certificates and Phytosanitary Certificates for export.
  • The exporter or their representative should submit an application to the officer in charge at the Suvarnabhumi Airport Plant Inspection Station, no less than 3 hours prior to export. The exporter or their representative must prepare the plants for export as follows:
    • Prepare the plants to be exported to be phytosanitary (e.g., cleaning, pest control, etc.) according to the standards of the importing country.
    • Provide an inventory of plants in each container to match the type and quantity declared in the application and in the plant list attached to the application.
    • Pack the plants in sturdy and suitable containers.
    • Do not pack anything other than the plants declared in the application and in the list attached to the application.
  • In case an officer has doubts about the evidence submitted, they may request further clarification from the applicant.
  • The processing time according to this manual begins when the officer verifies that all documents are complete and correct as specified in the citizen manual.

     Those who wish to apply for a Phytosanitary Certificate, in cases of air exports and on-site inspections, can proceed at the Plant Inspection Station under the Department of Agricultural Extension.
