Issuing Phytosanitary Certificates for Exporting Fruits and Vegetables in Special Cases

     Those who wish to obtain a Phytosanitary Certificate for exporting fruits and vegetables under special circumstances must comply with the Plant Quarantine Act B.E. 2507 (1964), as amended by the Plant Quarantine Act (No. 2) B.E. 2542 (1999) and the Plant Quarantine Act (No. 3) B.E. 2551 (2008). Here's a guide for special case issuance:

1. Vapor Heat Treatment (VHT) cases

  • Japan: Apply vapor heat treatment to adjust relative humidity. Treat mangoes (Middle Day, Flower Water, Rad, Pim Sen Daeng, Maha Chanok, Green Sway, and Chok Anan varieties) at 47 degrees Celsius for 20 minutes; Mangosteen at 46 degrees Celsius for 58 minutes; and Pomelo (Thong Dee variety) at 46 degrees Celsius for 30 minutes.
  • South Korea: Apply vapor heat treatment and treat mangoes (Middle Day, Flower Water, Rad, and Maha Chanok varieties) at 47 degrees Celsius for 20 minutes.
  • Australia: Apply vapor heat treatment and treat all varieties of fresh mangoes at 47 degrees Celsius for 20 minutes. They must be free from mango seed weevils.
  • New Zealand: Apply vapor heat treatment to all varieties of fresh mangoes at 47 degrees Celsius for 20 minutes.

2. Fumigation cases

  • South Korea: Fumigate fresh Mangosteen with Methyl Bromide at a rate of 32 grams/cubic meter for 2 hours.
  • Taiwan: Fumigate fresh Persimmons with Methyl Bromide at a rate of 32 grams/cubic meter for 2 hours.
  • Australia: Fumigate fresh Mangosteen and fresh Pineapple with Methyl Bromide at a rate of 32 grams/cubic meter for 2 hours. Pineapples must be de-crowned.

3. Cold Treatment cases

  • Australia: Lychees and Longans, treated at a temperature of 0.99 degrees Celsius or below for a continuous 17 days, or 1.38 degrees Celsius or below for a continuous 20 days.
  • New Zealand: Lychees, treated at a temperature of 1.11 degrees Celsius or below for a continuous 12 days, or 1.67 degrees Celsius or below for a continuous 14 days. Longans, treated at a temperature of 0.99 degrees Celsius or below for a continuous 13 days, or 1.38 degrees Celsius or below for a continuous 18 days.

4. Irradiation cases

  • USA: Irradiate at a rate of 400 Gray. Exportable fruits include Longans, Lychees, Pineapples, Mangoes, Mangosteens, Rambutans, and Dragon Fruits.
  • Australia: Irradiate at a rate of 400 Gray. Exportable fruit: Mangoes.

5. Random Pest Inspection Before Export cases

  • Australia: Whole peeled fruits, including Durians, Pomelos, and Pineapples, should be inspected.
