Documentation for Establishing a Bonded Warehouse for Liquefied Petroleum Gas Storage

     To establish a bonded warehouse for liquefied petroleum gas storage, the Customs Department has stipulated that the following documents are required to apply for a permit:

  1. A corporate certification issued within 6 months of the application date. The Customs officer will make a copy of the original document, and the applicant must certify the copy by signing it in the presence of the Customs officer, accompanied by the corporate seal.
  2. A valid national identification card. The Customs officer will copy the original document, and the applicant must certify the copy by signing it in the presence of the Customs officer.
  3. A valid passport. If the applicant is a foreigner, a work permit for Thailand from the authorized representative of the company is required.
  4. A certificate of company registration (Bor Oor Jor 2) issued within 6 months of the application date.
  5. A shareholding list (Bor Oor Jor 5) issued within 6 months of the application date.
  6. A value-added tax registration certificate (Por Por 20). The Customs officer will copy the original document, and the applicant must certify the copy by signing it in the presence of the Customs officer, accompanied by the corporate seal.
  7. A power of attorney, properly stamped in accordance with the law.
  8. An identification card of the person granting the power of attorney, who must also certify the copy of their ID.
  9. Documents detailing the bonded warehouse project proposal. The applicant must certify the original document by signing it and affixing the corporate seal, as well as certify the copy by signing and affixing the corporate seal.
  10. Documents detailing the internal control system. The applicant must certify the original document by signing it and affixing the corporate seal. The applicant must also certify the copy by signing and affixing the corporate seal.
  11. Documents detailing the equipment and tools used for the bonded warehouse.
  12. Document detailing the type of goods to be stored in the bonded warehouse.
  13. Document detailing the control system for import-export goods and remaining goods which can be reported to the Customs Department.
  14. Document showing land ownership and buildings. In the case of mortgaged land, a consent letter from the mortgagee allowing the use of the land for the bonded warehouse is required. If the consent letter is signed by a power of attorney, a legal power of attorney document along with a copy of the identification card of the grantor and grantee who signed the consent letter is required. Both the grantor and grantee must certify the copy of the document. If the site is composed of multiple title deeds, the company must provide detailed explanations in pictorial form indicating where the establishment will be located. The applicant must certify copies by signing and stamping with the corporate seal.
  15. Financial statements should not show any accumulated losses. In the case of a new legal entity, submit a 3-year profit and loss forecast. The applicant must certify copies by signing and stamping with the corporate seal.
  16. Color photographs of the proposed site. The applicant must sign the original document and stamp with the corporate seal. The applicant must certify copies by signing and stamping with the corporate seal.
  17. A map of the proposed location, roughly on A4 size paper (not exceeding 22 x 30 cm). The applicant must sign the original document and stamp with the corporate seal. The applicant must certify copies by signing and stamping with the corporate seal.
  18. The plan layout of the facility showing the proposed location, on A2 size paper (not exceeding 40 x 60 cm). The applicant must sign the original document and stamp with the corporate seal.
  19. A permit to use the proposed bonded warehouse site for storing liquefied petroleum as per the Fuel Control Act B.E. 2542 or any other such permit as per the law. The applicant must certify copies by signing and stamping with the corporate seal.
  20. Certificate of inspection and certification of tank and supply pipe capacity. The applicant must certify copies by signing and stamping with the corporate seal.
  21. A plan showing the pipeline route for liquefied petroleum gas supply. The applicant must sign the original document and stamp with the corporate seal. The applicant must certify copies by signing and stamping with the corporate seal.
  22. Color photographs of the proposed site for use in the case of requesting operational commencement. The applicant must sign the original document and stamp with the corporate seal. The applicant must certify copies by signing and stamping with the corporate seal.
