Steps to Establish a Bonded Warehouse for Storing Liquefied Petroleum Gas

     State enterprises, government agencies, companies, or partnerships that have registered capital and stable financial status wishing to establish a bonded warehouse for storing liquefied petroleum gas, the Customs Department has specified the procedures and timelines as follows:

  1. Verification of document completeness, including the details in the application, documents, and evidence to confirm whether they are correct and complete, which takes about 2 hours.
  2. Verification of document completeness, in case it is found that the details in the application, documents, or evidence are incorrect or incomplete, a written notice will be sent to the applicant to revise the application and ensure the documents or evidence are correct and complete within 15 days from the date of receiving the notice. This process takes 1 day.
  3. Site inspection, when the details in the permit application, documents, and evidence are correct and complete, the customs officer will inspect the site where the bonded warehouse is to be established, along with the supervising agency of the proposed location. The officer will summarize the facts and make recommendations to the director-general for consideration whether to issue the permit or not. In case the director-general orders not to issue a permit, the customs officer will notify the applicant with a letter providing the reasons and the right to appeal. This process has a duration of 15 days.
  4. Signature/committee resolution, the customs officer will notify the applicant of the result of the consideration to allow the applicant to proceed to pay the permit fee and request the permit within 30 days from the date of receiving the notification.
  5. Verification of Document Completeness: Once the applicant has paid the permit fee and requested for the permit, the customs officer will propose to the director-general to issue the permit, and will notify the applicant of the conditions they must meet in terms of the site, equipment, tools, and control system to support operations within the bonded warehouse within 90 days. This process takes 7 business days.
  6. Verification of Document Completeness: After receiving the permit, if the applicant complies with the conditions specified by the Customs Department, they must apply to start operations in the bonded warehouse. The customs officer will then check the details in the application. This process takes 2 hours.
  7. Site Inspection: Once the details in the application to start operations in the bonded warehouse are correct and complete, the customs officer will inspect the readiness of the site where the bonded warehouse is to be established, in conjunction with the bonded warehouse inspection department and the supervising agency of the proposed location. If it meets all the criteria and conditions, the customs officer will send a letter to the permit recipient to sign a bond and place a bank guarantee letter, pay the annual fee, and summarize the comments to propose to the director-general for consideration to allow the opening of the bonded warehouse operations. This process has a duration of 15 days.
  8. Signature/Committee Resolution: The customs officer will notify the permit recipient of the result of the consideration to start the bonded warehouse operations. This process takes 7 business days.
