Documents required for issuing a certificate of export for hybrid plants

The export of hybrid plants must adhere to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). This stipulates that a certificate from the exporting country must accompany the plants. By definition, "hybrid plants" refers to plants born from different species' cross-breeding. Their father, mother, or both parents belong to the second schedule plants or plants with ancestors classified under the aforementioned convention as endangered species of wild fauna and flora for export outside the kingdom.

Before the export of hybrid plants can take place, the Department of Agriculture must issue a certificate of export. Requests for such can be made to the CITES Plant Convention Research Group officials, Plant Variety Protection Division.

For the necessary documents required to request the certificate of export for hybrid plants, they are as follows:

  1. Citizen ID card (1 original copy) applicable to individuals/legal entities/power of attorney recipients, shown by the person conducting the transaction.
  2. Certificate of legal entity (1 original copy) from the person conducting the transaction.
  3. Passport (1 original copy) in case of foreigners.
  4. Application form for a certificate of export for hybrid plants (1 original copy) along with a list of hybrid plant species identifying the parent species.
  5. Power of attorney letter (1 original copy)
    • Either a legal entity or an individual can grant power of attorney.
    • In the case of receiving power of attorney from a legal entity or an individual to act on their behalf - close a stamp duty of 10 baht for a single transaction, or close a stamp duty of 30 baht for more than one transaction.
