Method and condition for issuance of aquatic animal health certificate for export

     According to the Department of Fisheries, Ministry of Agriculture and Cooperatives, an applicant for an aquatic animal health certificate for export is required to complete the application on the website www.aahrdd.in.th and print it with the issued online code, and then to submit it (a) at the Aquatic Animal Health Research and Development Division (Aquatic Disease Clinic Building, 1st floor), (b) the Songkhla Aquaculture Health Research Center, (c) the Songkhla Coastal Aquatic Animal Health Research Institute, or (d) the Coastal Aquatic Animals Research and Development Center Area 5 (Phuket), under the following conditions:  

  1. In the case that the applicant wishes to export aquatic species that are at risk from an epidemic (according to Annex 1 or as additionally announced by the Department of Fisheries), the Aquatic Animal Fry Movement Document (Jor Sor Nor 2), or the Aquatic Animal Movement Document (Jor Sor Nor 3), or other movement documents announced by the Department, must be attached; 

     

  2. In the case that the applicant wishes to apply for additional aquatic disease certification, the original of the Aquatic Disease Test Report from the aquatic disease examination laboratories (as in Annex 2 or as announced and determined by the Department of Fisheries) must be submitted. The aquatic disease test report is valid for no more than 30 days from the date of collecting samples;

     

  3. In the case that the office has doubts about the documents submitted, the considering officer may contact the applicant for further clarification;

     

  4. In the case of authority delegation, the delegating person must give the authorized person proper authority until the process is completely implemented;

     

  5. In the case of incomplete or incorrect document submission, it shall be considered that the application has not been properly received until the supporting documents are complete and correct;

  6. If the application or supporting documents are incomplete or inaccurate and cannot be amended at the time, the officer who accepted the application and the applicant shall jointly sign the memo on document deficiency and a list of incomplete documents, as well as specify the time for the applicant to submit the new application, in accordance with the regulation of the Department of Fisheries on the application for aquatic animal health certificate for export out of the Kingdom (No. 2) B.E. 2562 (2019);

     

  7. The time of applying for the certificate, in line with the public handbook, shall start from the moment the officer completely inspects the application or supporting documents.
