The process of applying for registration as a healthcare service provider in a healthcare establishment for the elderly or persons with disabilities

     Now that much of the world has stepped into an aging society, including Thailand, the number of establishments providing elderly care has increased significantly. First, however, business owners must apply for registration as health service providers in establishments for elderly care or persons with disabilities. This includes submitting an application electronically via www.esta.hss.moph.go.th.

  1. The applicant registers for access to the www.esta.hss.moph.go.th system. First, go to the registration page and fill in the user information, including the chosen username and password. The system will then automatically save and approve their registration for use.
  2. Applicants must submit their registration application (Form Sor Por Sor 12), supporting documents, and evidence electronically through the www.esta.hss.moph.go.th system. Then log in using the designated username and password. After that, enter the details for registering as a healthcare service provider in a healthcare establishment for older people or persons with disabilities. All necessary documents and evidence must also be attached.
  3. The officer receives the registration request and confirms the receipt. The officer checks the request, including documents and evidence, within one day from the date of application.
  4. If the officer finds that the registration request or any supporting documents are incorrect or incomplete, the officer informs the applicant in the electronic system with reasons for correction, to be completed within 30 days from the date of notification.
  5. If the applicant does not make additional corrections to the registration request or does not submit the correct documents within the specified period, it will be assumed that the applicant does not wish to proceed with the registration process.
  6. In cases n which the application and documents are correct, the application for registration shall be considered, and a registration order may be issued if it appears that the applicant has the qualifications and does not have any prohibited characteristics under Section 23 of the Health Business Establishment Act, B.E. 2559.
  7. The officer must notify the applicant of the result of the consideration within 26 days from the date of receiving the complete application, along with the required documents and evidence, through the electronic system. (In some cases, some reasons or necessities may prevent the registration from being considered within the specified timeframe.) 
  8. In cases when there is an order not to register the person, a letter shall be provided to inform the applicant of the registration refusal, along with the reasons and appeal rights. This should be done within one day from the date of the registration refusal order.
  9. In the case of accepting the applicant's registration, the healthcare service provider in a healthcare establishment for the elderly or persons with disabilities shall verify the status of the registration application. They may personally verify the situation in the system and print the certification of registration as the service provider themselves at www.esta.hss.moph.go.th.
