Import customs clearance by land and submission of Import Declaration

     When goods are imported from abroad via a land border, the person responsible for controlling the transportation of goods must follow the correct Customs procedures to report vehicles entering and submission of goods accounts by land (Vehicle Manifest) and control the vehicle through the border checkpoint to the Customs House. In the case of general goods, the importer must prepare the Import Declaration form and the VAT and Excise Tax Invoice (Form 99/1), in accordance with the Thai Customs standards and format; the Import Declaration data must be submitted electronically into the Thai Customs Electronic System. When the system has checked and cleared the Vehicle Manifest, and if the information has no error, the computer system will respond and issue an Import Declaration number informing the importer to pay duty and taxes and wait for inspection, and then the goods may be released from Customs custody. 

Information that should be prepared when submitting the Import Declaration:   

  • Invoice;
  • Packing List;
  • Bill of Lading (B/L);
  • Insurance Premium Invoice;
  • Import License or Permit (if restricted goods or controlled goods are subject to import control);
  • Certificate of Origin (if applicable);
  • Other relevant documents: ingredient composition document, product characteristics and use, etc.

Four ways to submit the Import Declaration data to the Thai Customs Electronic System:

  • The importer submits the Import Declaration data themselves and must register as a person processing the Customs formalities and clearance procedure with Thai Customs beforehand;
  • The importer delegates a Customs broker to submit the data on their behalf;
  • The importer uses the Service Counter as the data sender;
  • The importer submits the Import Declaration in the form of documents, along with the Import Declaration details at the Customs House.
