Customs clearance for sea shipments

     Enterprises that are granted permission to import goods by sea transport may perform Customs clearance by using the TCS system. Enterprises must register and prepare required documents for importation.

     1. Importers or a Customs broker prepare Import Entry on their own computers or via a Service Counter and then submit the document to Customs. Document verification and approval will be done online.
     2. Risk management is a factor in the release of goods, so there are two types of Import Entry: (1) Red Line (inspection) and (2) Green Line (no inspection). Import Entry status will be issued after inspection. Importers, warehouse staff, and the port operators will be informed of the result through the system.
          - In cases of Green Line status, importers may contact warehouse staff or staff at the terminal to receive goods;
          - In cases of Red Line status, importers may contact staff at warehouse or terminal to get the goods, which they will then take to officials for inspection;
          - Importers may pay tax duty and guarantee deposit at Customs, via a bank or e-Payment;
          - Guarantee deposit may be done at Customs or via e-Guarantee;
          - Customs clearance is done at the destination port stated in the document. However, importers can request to change the port, but the request must be stated while preparing the Import Entry, prior to submission into the system.
     3. Importers must bring the Import Entry together with the Delivery Order (D/O) to perform Customs clearance and load the goods.
     4. Importers or the Customs broker have to keep the invoice as a file in their computer for at least 6 months, to enable checking after the goods are released, and the data can be printed as a report as with one of the following titles:
          - IMPORT/EXPORT INVOICE LIST BY DECLARATION ITEM;
          - IMPORT/EXPORT INVOICE LIST BY INVOICE ITEM;
          - IMPORT/EXPORT INVOICE LIST.
