Customs clearance for export under A.T.A. Carnet

The procedures of Customs clearance for export under A.T.A. Carnet are as follows:

  1. Exporters must submit a complete yellow certificate set (exportation counterfoil and exportation voucher), together with related documents, except the invoice and packing list. All information of goods must be declared clearly in the yellow certificate set and must get approval from the Customs officer at the departure port.
  2. Customs will verify the documents and issue a tax exemption number or tax payment number (as applicable). Exporters take those documents to release goods or pay tax.

Cautions                

1. A yellow certificate set (exportation counterfoil and exportation voucher) can be used as an Export Declaration, and the exportation counterfoil can be used as a Re-import form;

2. Importers and exporters under A.T.A Carnet may use it as a guarantee document for Customs duty and encumbered charge for temporary imported goods;

3. Exclusion of license must be applied for imported goods and must comply with conditions stated in A.T.A. Carnet. Export procedures are as follows:

    • Export using yellow certificate set and the goods may be re-imported; if a license is required by any laws or regulations, it will be needed.
    • Temporary import and re-export is done by using the white certificate set (re-exportation). Normally, the export date is set and shown in the form, so it can be defined as Import Entry and Export Declaration.

4. If the A.T.A Carnet is lost, damaged, or stolen, importers may request a replacement from the chamber of commerce that issued the document.
