The procedures for importing goods into Thailand involve more than simply paying tax to get through the border and then selling or sending goods across the country; the applicants must also be qualified and approved according to customs laws and regulations with regard to tax collection and product classification. The process to apply for operating as an authorized transit carrier, transit applicant, or transshipment applicant is described below.
Persons or entities who intend to apply to be an authorized transit carrier, transit applicant, or transshipment applicant must be qualified and approved by the Customs Department. After approval and a bond agreement is made, cash or a bank guarantee must be submitted.
Transit applicants who also register as a transshipment applicant may pay cash or place a bank guarantee for both types of processes. An Authorized Economic Operator (AEO) can submit the guaranteed documents. However, any transit applicants who register as a transit carrier must submit guaranteed documents separately, and the documents are effective when the delivery occurs. However, guaranteed documents may be submitted for only one delivery at a time.
The process for transit/ transshipment customs clearance is as follows:
Authorized transit carriers, transit applicants, and transshipment applicants must prepare transit entry or transshipment entry issued by the paperless system from customs, except for transit by rail from Malaysia – in such cases, in accordance with an agreement on the facilitation of goods between Thailand and Malaysia, Form 448 must be submitted.
