Guidelines for Applying for Permission to Recruit or Announce Recruitment in Advance to Dispatch Job Seekers to Work Overseas by Overseas Job Placement Licensees (Application Submitted to the Thai Labor Administration Office Abroad)

The guidelines for applying for permission to recruit or announce recruitment in advance to dispatch job seekers to work overseas by overseas job placement licensees (in cases where the application is submitted to the Thai Labor Administration Office abroad) are as follows:

  • Licensees intending to recruit or announce recruitment of job seekers in advance for overseas employment must submit an application to the registrar. As per the Act on Job Placement and Protection of Job Seekers, licensees should not have been penalized under the job placement registry and must possess qualifications not prohibited by law.
  • Those eligible to apply for permission to recruit or announce recruitment in advance at the Thai Labor Administration Office abroad are licensed job placement operators with offices located in every province nationwide.
  • The permit is valid for 60 days from the date of permission.
  • In the process of applying for permission to recruit or announce recruitment in advance, the licensee is not allowed to ask for or receive any benefit or guarantee from job seekers.

     The procedure as per the manual begins when the officer checks and verifies that all documents are complete as specified in the public service manual. In the event that the application or supporting documents are incomplete or defective, making it impossible to consider, the officer will make a record of the document deficiencies or the additional documents required. The applicant must correct or submit additional documents within the period specified in the record; otherwise, it will be considered that the applicant has abandoned the application. The applicant or authorized signatory must sign the said record, and a copy of the deficiency record will be given to the applicant or authorized signatory as evidence.

     The applicant will be informed of the result of the consideration within 7 days from the completion of the consideration. For the permission to recruit or announce recruitment in advance to dispatch job seekers to work overseas by overseas job placement licensees (in cases where the application is submitted to the Thai Labor Administration Office abroad), the processing fee is 10 Baht.
