Procedures and Conditions for Adopting Children for Foreign Foster Families Under the Supervision of the Department of Children and Youth

The following are the procedures and conditions for applying to adopt children under the supervision of the Department of Children and Youth for foreign foster families:

  1. If the application or accompanying documents are incorrect, incomplete, and cannot be corrected/supplemented at that time, the applicant and the receiver of the application must jointly sign a record of defects and list of documents/evidence, with a time frame set for the applicant to correct/supplement. If the applicant does not correct/supplement within the given period, the receiver of the application will return the application and accompanying documents. Officials will not review the application or count the processing time until the applicant has fully corrected the application or provided additional documents as per the defect record. The process in the manual will commence only after the official checks the completeness of the documents as specified in the public manual.
  2. The timeline for document preparation mentioned in the manual refers to the internal preparation and processing time, excluding the waiting time for approval/review from various related parties, including consideration from the Adoption Committee, and it does not include the time to consider selecting a family for a child, waiting for the Adoption Committee's consideration, and cooperation requested from related domestic and international agencies.
  3. Approval for adoption requests are conducted in a committee format (Adoption Committee), which will be the reviewing body and decide on adopting the child.
  4. The total processing time for each type of work is contingent on the volume of requests that an official has, not exceeding 100 per person.
  5. The waiting time for the committee to select a foreign family for a child is approximately 2 years, depending on the number of children available for adoption.
  6. The selection of foreign families for children is based on the order in which applications are received by the Department of Children and Youth.
  7. The committee meeting to select a foreign family for a child is held once a month.
  8. The committee for selecting a foreign family for a child consists of qualified individuals and representatives from 8 nationwide children's welfare centers, including the Director of the Adoption Center.
