Import and export of express consignments

     At present, Thailand Post Company Limited is not the only service provider for importing or exporting goods overseas. There are also express consignment operators who are authorized by the Customs Department and registered as responsible for inbound and outbound shipments; they are door-to-door service providers and must perform customs clearance as determined by the Customs Department on behalf of the importer or exporter. Currently, the operators for express consignments include FedEx, UPS, DHL, and TNT, among others.

Categories of express consignments
Category 1: Documents

  • Non-dutiable and are not subject to duties and taxes under Part II of the Customs Tariff Decree B.E. 2530. Any items that are prohibited or restricted are not included. 
  • The express consignments operator prepares the import declaration on behalf of the express consignments operator. After being inspected by customs officers, it will be delivered to the importer.

Category 2: This category comprises the following:

  • Consignments not subject to duties and taxes under Part II of the Customs Tariff Decree B.E. 2530. Any items that are prohibited or restricted are not included;
  • Consignments whose CIF value does not exceed 1,500 baht and which are exempted from applicable taxes and duties under Part IV, Heading 12 of the Customs Tariff Decree B.E. 2530. Any items that are prohibited or restricted are not included;
  • Trade samples of no commercial value which are exempted from applicable taxes and duties under Part IV, Heading 14 of the Customs Tariff Decree B.E. 2530. Any items that are prohibited or restricted are not included.

 - Non-dutiable or duty exempt 
 - The express consignments operator prepares the import declaration on behalf of the express consignments operator. After being inspected by customs officers, it will be delivered to the importer.

Category 3: Dutiable consignments imported through a Customs airport, of which the FOB value according to their Air Waybills does not exceed 40,000 baht. Prohibited or restricted goods and goods requiring sample analysis are not included. 

  • Dutiable
  • The express consignments operator prepares the import declaration on behalf of the express consignments operator. After being inspected by customs officers, it will be delivered to the importer.

Category 4: Consignments other than those under Categories 1, 2, and 3

  • Dutiable, prohibited, or restricted goods and goods requiring sample analysis;
  • The importer prepares the import declaration in the electronic customs clearance system and passes the inspection by the customs officer before taking the goods out of the customs custody.

Remarks

 Freight charge applied to determine Customs valuation:

 1. The freight charge as in the invoice or evidence for freight payment is applied for determining Customs valuation;

 2. In cases where there is no such document (invoice or evidence, mentioned above), the average freight rate based on zone, determined by the Thai Customs, will be applied.
