According to the Working of Foreign Workers Act 1978, Section 4, there are seven groups of foreign workers to whom this law does not apply, only in the following positions:
1. Members of a diplomatic mission;
2. Persons in a consular delegation;
3. Representatives of Member States and staff of the United Nations and specialized agencies;
4. Personal servants or staff who travel from abroad to work full-time with the person in 1, 2, or 3.
5. Persons performing duties or missions under an agreement made by the Thai government with foreign governments or international organizations;
6. Persons performing duties or missions for the benefit of education, culture, arts, sports or other activities. However, details may be prescribed by Royal Decree;
7. Persons permitted by the government to perform their duties or any mission.
