Measures to support the medical device industry in Thailand have been promoted by the government, which has opened up an innovative market relying on public sector organizations that have an annual demand for procurement of equipment and materials from public agencies. It has also prepared the Thai Innovation List products and Thai innovative services with qualifications and standards equivalent to international standards, and produced commercially. It assigned the Bureau of the Budget as the main host agency to inspect the prices of innovative products and services that have been qualified. The government also prepared and announced the Thai Innovation List and assigned the National Science and Technology Development Agency (NSTDA) to inspect the properties of innovative products and services applying for registration on the list (according to the cabinet resolution dated 22 September 2015).
In this regard, those who are allowed to submit an application to be listed on the Thai innovation List must be Thai entrepreneurs who have gained from research and innovation from higher education institutions and research institutes. They also intend to commercialize their products for public agencies that wish to procure items according to the items in the Thai Innovation List by "Specific Method," under the Ministry of Finance’s regulations. The regulations determine the supplies that the government aims to promote or support and determine the procurement of supplies with selective and specific methods (B.E. 2563, Section 4, Supplies Promoting Innovation, and Section 5, Health Promotion Supplies and Public Health).
