Hemp and cannabis extracts, in addition to being used for medical reasons, have health and beauty benefits owing to the presence of important substances that influence human emotions, assisting in relaxation. As a result, the Ministry of Public Health's Department of Health Service Support promotes and invites health spa and massage establishments to use products or hemp and cannabis extracts to provide value-added services, thereby generating new alternative services and economic value.
The service structure for health spa and wellness massage establishments must be for the purpose of relaxation, stress relief, and health advancement, not for illness treatment or recreation.
In the first phase, two kinds of products provide services: (1) Body massage oil containing oil derived from hemp seeds (hemp seed oil) or cannabidiol (CBD) extracts, which are categorized as cosmetics. As a result, bringing such goods to market must be legally standardized by considering the product’s invoice number, for example, massage oil containing hemp seed oil that contains no more than 0.2% THC. (2) Herbal balls must be labeled with full and accurate information traceable back to the manufacturer.

The Ministry of Public Health has also established rules for exaggerated promotion, and claims of hemp and cannabis-containing products should include words such as soothing, balancing the body and mind, nourishing the skin, and reducing fatigue.
The Department of Health Service Support will oversee service, safety, and product standards in establishments that will use hemp-containing goods in order to instill trust in their customers.
