Permission for Foreigners to Practice the Teaching Profession without a Professional License

     A permit allowing foreigners to practice the educational profession without a professional license is a document issued by the Teachers' Council to individuals who lack the qualifications to apply for an educational professional license. However, it allows the educational institution or agency to legally employ such an individual in an educational profession without a professional license. The permit is valid for two years from the date of approval, and the details for applying for a teacher's professional permit without a professional license are as follows:

1.Foreign teachers

Qualifications

 1.1 Must be at least twenty years of age
 1.2 Must possess one of the following qualifications

1. A degree in education or equivalent, or
2. A bachelor's degree in a field required by the school where teaching services are required, or
3. A qualification less than a degree but has a foreign teacher's professional license

1.3 Must not possess the prohibitive characteristics defined in Section 44 (B) of the 2003 Teachers and Educational Personnel Act.

2.Application and permit conditions

2.1 The school must request a temporary, case-specific permit for foreigners to practice the teaching profession without a professional license. The foreigner must teach at the school under specified conditions and under the control of the school administrators.
2.2 The permission period should not exceed two years per instance, with the total permission period not exceeding six consecutive years.
2.3 Within the six consecutive years, from the first permit approval, the foreign teacher must develop their qualifications according to the 2014 Teachers' Council regulations on professional licenses (2nd edition) and the 2015 3rd edition to apply for a teacher's professional license.
2.4 If the recipient of the teaching permit violates the professional code of ethics or fails to meet the specified criteria, conditions, and methods set by the Teachers' Council, their permit may be revoked.

3. Documentation for consideration

3.1 An original copy of a letter from the school to the Secretariat of the Teachers' Council.
3.2 A copy of the first page of the passport and a current visa that has not yet expired.
3.3 A copy of the educational report/degree certificate or a qualification certificate/diploma.

In case a degree certificate is not yet received, a university-approved qualification certificate can be used.

3.4 An employment contract must be for a teacher's position (1 copy).
3.5 A photograph, a half-body front view, dressed politely, taken not more than 6 months ago (1 original).
3.6 In case of changing the name or surname, evidence of name or surname change must be provided (1 copy).

  • Applications can be submitted electronically through the KSP School system.
  • Under the menu 'Temporary Permit Request.'
  • Record the information for the 'Temporary Foreign Teacher Permit' application.

Note: There is no need to send the original application form and supporting documents to the Secretariat of the Teachers' Council.
