An Emergency Certificate, or E.C., is a travel document issued by the Department of Consular Affairs to foreigners who require emergency travel. Certain aliens, as listed below, are eligible to apply for an Emergency Certificate:
- Political refugees;
- Stateless children under patronage of the Department of Public Welfare;
- Foreigners whose passport or travel document is lost and no consular missions of that nation are available in the Kingdom;
- An infant born to an alien whose nationality does not have an embassy or consulate in Thailand.
Supporting documents required for the application for an Emergency Certificate are as follows:
- A completely filled out application form;
- A daily report on lost documents from the Royal Thai Police, with 2 copies;
- Confirmed ticket identifying the departure date, with 2 copies;
- Three 2x2½-inch photos, with no hats and no sunglasses, taken within the past 6 months;
- Letter from the Ministry of Interior (in case of political refugees), with 2 copies;
- A certificate of birth (for the alien’s infant), with 2 copies;
- Letter from the Department of Public Welfare, with its 2 copies (in case of stateless children under patronage of the Department of Public Welfare).
The application must be submitted at the Department of Consular Affairs, Visa and Travel Documents Division, 3rd floor (counter 102-109), Government Complex, Chaengwattana Road, Thung Song Hong, Laksi, Bangkok 10210.
