Inspection of crew members departing Thailand via watercraft 

     Before travelling out of Thailand by water transport,  a vessel's crew members must submit their documents to the immigration officers at the port of departure to prevent individuals with outstanding warrants or those who are prohibited from leaving Thailand from escaping the country illegally. 

The required documents are as follows:

  1. The vessel list (Tor Mor 2/1);
  2. The vessel’s crew list (Tor Mor 4/1);
  3. Passports or identification documents of the vessel's crew, such as a Seaman's Discharge Book or a Seaman Book;
  4. A list of names and signatures (or fingerprints) of the vessel's controller and crew (Tor Mor 36);
  5. A residence certificate (Tor Mor 15 or Tor Mor 16 or Yor Wor or Tor Mor 17 (if available)).     

Inspection steps

  1. The owner or controller of the vessel must inform the immigration officer at the checkpoint in Thailand of the scheduled date and time of the vessel's departure from the port, station, or district in Thailand, as specified in Form Tor Mor 2/1, before the vessel arrives at the checkpoint;
  2. An officer will check the vessel's crew list as submitted by the owner or controller of the vessel and fill in the information according to the items provided in the list to ensure accuracy;
  3. The officer will verify the crew list submitted by the owner or controller of the vessel (Tor Mor 4/1) against the identification documents of the crew members, such as the Seaman's Discharge Book and the Seaman Book, and check against the blacklist of prohibited persons;
  4. Once the evidence has been verified to be correct, the vessel's controller and crew members must sign their names in the "outbound" section of Form Tor Mor 36. The vessel's controller and crew members sign their names in the first column of the "Inbound" section of Form Tor Mor 36 when the vessel enters and the Seaman Book, along with the request form (Tor Mor 33), and then the personal identification documents (Tor Mor 1) that were issued can be returned; 
  5. If the crew members will not be departing with the vessel that enters, the owner or vessel's controller should send them to the relevant authorities for processing the vehicle’s crew list (Tor Mor 5);
  6. In the case of a vessel stopping at any seaport of entry, the officials will conduct an inspection at the port of origin and will hand over Tor Mor 3/1, Tor Mor 4/1, and Tor Mor 6 to the vessel's controller to take to the authorities at the destination port of entry for processing the exit;
    The vessel's owner or controller is responsible for paying the fees for personal and vessel inspections.
