T-VER Carbon credit certification process

       The following process describes how carbon credits are certified in Thailand’s Voluntary Greenhouse Gas Reduction Program (T-VER) of the Thailand Greenhouse Gas Management Organization (Public Organization) (TGO):


1. Project Developer: Submit an application for certification of greenhouse gas carbon credits

(Project developer may amend and  provide additional information within 15 working days);

2. TGO Staff: Receive requests to check the completeness and accuracy of the requests for documents and evidence

 (TGO staff may request additional information and corrections within 15 working days);

3. Subcommittee on Greenhouse Gas Reduction Projects and Activities: Screen and review the correctness

(Within 30 working days from the date TGO receives the request for correct and complete documents); 

4. TGO committee: Consider GHG emission certification 

(within 60 working days from the date TGO receives the request and complete and correct documents);

5. TGO staff: Notify the project developer of the result of consideration for GHG emission certification

(within 3 working days);

6. TGO Staff: Issue a certificate for the amount of greenhouse gases

 (if project registration receives approval) (within 20 working days).

       Projects that have been registered as T-VER projects and have begun the project must monitor GHG emission reductions as proposed in the project design document (PDD) and prepare a monitoring report , as well as providing an external assessor (VVB) to verify (Verification) the amount of greenhouse gases reduced or stored by the project. After that, the project developer must collect supporting documents for the project to submit to the TGO for certification of greenhouse gas emissions (carbon credits), called “TVERS.”

TGO has set four criteria for GHG emission certification:

1. Conduct T-VER project activities in accordance with applicable laws or regulations and in accordance with Thailand’s standards for the development of voluntary greenhouse gas reduction projects;

2. Follow up on the results of GHG reduction/ conservation and collect data on the T-VER project as specified in the project design document submitted for T-VER project registration, and if there is a change, follow the TGO Committee’s criteria;

3. The amount of greenhouse gasses certified must be calculated using the Voluntary GHG Reduction Methodology (T-VER Methodology) as proposed in the project proposal submitted for T-VER project registration. If there is a change, follow the criteria set by the TGO Committee;

4. The data and results must be verified by an external assessor for voluntary projects that has been registered by the TGO Committee.
