When a marine transport operator who holds the ownership of Thai ships has made a request for permission to rent and use ships other than Thai ships to supplement the number of ships on the route with their ships, according to the document and conditions of the Marine Department, the staff will proceed in accordance with the procedures for requesting permission to rent and use ships other than Thai ships, as follows:

1. The operator must submit, in person, the form “Por Wor -Kor 3,” an application form for permission to rent and use vessels other than Thai vessels for marine transport operations, at the Maritime Regulatory Division, Marine Department;
2. A staff member checks the documents;
3. The staff member considers the request for permission to rent and use ships other than Thai ships and offers consideration whether permission is granted or not according to the procedure to the Director-General of the Marine Department, along with a draft letter to the Ministry of Transport for consideration and opinions;
4. The Director-General considers the application for a rental permit and using ships other than Thai ships, before presenting it to the Ministry of Transport
5. A subcommittee screens the application and considers granting approval;
6. A committee screens and performs duties in accordance with laws, rules, orders, or other provisions of the Marine Department that are in general force. The committee considers giving opinions and making resolutions. The Minister of Transport considers whether to grant approval;
7. When receiving the matter back from the Ministry of Transport, a staff member drafts a document to present to the Director-General of the Marine Department to sign, as decided by the Ministry of Transport;
8. The Director-General of the Marine Department signs the letter from the Ministry of Transport;
9. The operator will be informed to receive documents at the Marine Department.

     In short, the time frame is as follows: After completing all the preliminary procedures, a staff member will consider the documents within 4 working days. The Director-General of the Marine Department will consider documents within 2 working days and submit them to the Ministry of Transport. The total processing time is about 60 working days.
