The entity that has been granted permission to arrange jobs for workers going abroad, who wishes to pre-register or announce the job vacancies, must submit the application to the Registrar, in accordance with the Employment and Job Seekers Protection Act, with the following documents for applying to send workers abroad, especially for those submitting their application to the Thai Labor Administration:

1. Application form for pre-registration or job announcement (Form Jor Ngor 22) (1 Original Copy)
2. A letter from a foreign employer who requests the licensed agency to recruit workers (2 sets of photocopies) This should include a copy of the letter from the foreign employer who requests the licensed agency to recruit workers, specifying the type or nature of work, the number of job seekers, wage rate, working hours, contract period, and worker's benefits (demand letter), together with a certified translation of the document.
3. A letter from a foreign employer who requests the licensed agency to recruit workers (2 sets of photocopies) This copy of the letter from the foreign employer appoints the licensed agency as the representative in recruiting and selecting workers, and grants authority to sign the employment contract on behalf of the employer (power of attorney), together with a certified translation of the document.
4. Evidence of business registration of the employer (2 sets of photocopies)
5. Documents from the government of the country allowing the employment of foreign workers (2 sets of photocopies), also present the original documents on the day of application submission.
6. Overseas employment arrangement license (Form Jor Ngor 6) (1 set of photocopies)
7. Education certificate (1 set of photocopies) should be not less than a Bachelor's degree in a program where the language appearing in the documents (English) is the language of instruction, from the translator certifying the translation, along with a certified true copy.
8. Certificate of the appropriateness of employment (1 photocopy)
9. Letters to correct various documents from the employer (1 set of photocopies)

Conditions for accompanying documents:

1. Photocopies of documents in items 2, 3, 4, and 5 should come with the original documents on the day of application.
2. Photocopies of these documents should be certified by the licensed agency and the translator certifying the translation.
3. Documents in items 2, 3, and 4 should be certified by a notary public, or a chamber of commerce, or an agency responsible for certification in the country where the employer holds nationality or the country where the job seekers are traveling to work. These must be authenticated by the Thai Labor Office in the country where the job seekers are traveling to work, the authenticity of the notary public, the chamber of commerce, or the certifying agency. If there is no Thai Labor Office in that country, the Thai Embassy or Thai Consulate or the person responsible for taking care of Thais in that country should authenticate such correctness.
4. The Department of Employment is in the process of linking its database with the relevant agencies through the electronic system, hence the need to use copies of some documents issued by government agencies.
