Permanent Representative of Thailand to the UN rebutted Cambodia’s statement, 30 July 2025

Statement by His Excellency Mr. Cherdchai Chaivaivid 
Ambassador and Permanent Representative of Thailand  to the United Nations 
at the United Nations High-Level International Conference  on the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution  
30 July 2025, New York

Co-Chairs,  

1.  Thailand would like to express our appreciation for your collective 
efforts and determination in convening this Conference, to reaffirm our shared political will and commitment to enduring peace and stability in the Middle East. 

2.  This long-awaited Conference aims to advance international support 
for a just, lasting, and comprehensive resolution of the Israeli-Palestinian conflict through the peaceful implementation of the two-State solution.

3.  Regrettably, one delegation raised an unrelated issue. While I had not 
intended to bring this bilateral matter into this important forum, I must 
briefly clarify the facts to prevent misunderstanding. 

4.  On 28 July, through the good offices of the Prime Minister of 
Malaysia as ASEAN Chair, a ceasefire was agreed. Yet, shortly after it took 
effect on 29 July, our neighbour resumed cross-border fire and incursions 
into Thai territory, in grave violation of the agreement.  

5. Thailand urges our neighbour to adhere strictly to the ceasefire 
agreement and reaffirms its commitment to working through existing 
bilateral channels and to refrain from disseminating false or misleading 
information and to engage in good faith.

6. The dire situation in Gaza with ongoing hostilities, humanitarian 
suffering and widespread displacement, as well as rising tensions across  
the broader Middle East region, urgently call for renewed dialogue and 
efforts to safeguard peace and stability. 

7. Allow me to highlight the following points; 

8. First, Thailand reaffirms our support for the two-State solution  
as the only viable path to lasting peace, in accordance with international 
law and relevant UN resolutions, with the States of Israel and Palestine 
living side by side in peace and security.  

9. An inclusive approach is essential. Thailand supports all efforts  
by the UN, regional and international partners, including the League of Arab States, the OIC, and peace-loving nations – to foster meaningful dialogue and create conditions for peace. Trust must be rebuilt through confidencebuilding measures, constructive engagement, and inclusive diplomacy  that addresses the concerns and aspirations of all parties. 

10. Second, we continue to call for a ceasefire that is sustainable and 
an immediate and unconditional release of all remaining hostages.  
With Thai nationals among those affected, we have witnessed firsthand the 
human toll that extends beyond the region. Peace in the Middle East is, 
therefore, a shared responsibility for us all.  

11. Third, the protection of civilians remains our priority. We support  
the immediate, safe, and unimpeded delivery of humanitarian assistance, 
in accordance with international humanitarian law.

12. Today, let us reaffirm our collective resolve to bring this conflict  
to a permanent end through constructive dialogue and action-oriented 
solutions. Let history not remember us for our inaction, but for our courage  to take decisive steps in pursuit of peace over conflict.
