The goal is the transformation of Thai values and culture in accordance with the Master Plan under the 20-Year National Strategy 

     Changing trends and conditions in every era of the world have good and bad effects on human behavior in each period, which is why societies focus on promoting the cultivation of desirable values and culture in social institutions, with the participation of all sectors being necessary, including the government, private sector, and civil society, using social mechanisms such as families, schools, temples, communities, and media as aids to shape people with ethics and morality in a way that reflects their way of life. The same impulse has been at work in Thai society for many years.

     The foundation for developing a complete person must begin with promoting good physical and mental health and instilling virtues such as morality, discipline, a strong guiding conscience, and a good attitude toward society. This is necessary to create healthy social and cultural institutions.

     The Master Plan under the 20-Year National Strategy (2017-2036) focuses on the issue of changing trends and culture, particularly regarding values and culture, during the years 2018-2037. This is because changing values and culture are fundamental factors in developing human resources to be complete individuals, in tandem with improving health and education skills, to achieve the goals of the national strategy to develop people in all dimensions and in all ages to be good, talented, and quality people.

     Therefore, the goal of transforming values and culture is to encourage Thai people to have good ethics, morality, good values, and love and pride in being Thai. The philosophy of Sufficiency Economy is applied to sustain life, and Thai society will be happier and more accepted by other countries.

There are five moral indicators:

  1. Integrity
  2. Having a public mind
  3. Self-sufficiency
  4. Acting responsibly
  5. Social justice.

The following are the target percentages for each year:

Years 2018-2022: increase by 10% from the base year;
Years 2023-2027: increase by 15% from the base year;
Years 2028-2032: increase by 20% from the base year;
Years 2033-2037: increase by 25% from the base year.
