Documentation and Procedures for Requesting Permission to Carry Out Multi-Trip Vessel Shipping Manifest

      Businesses with the same project goods, but needing multiple sea voyages for transportation, face a significant hurdle. The Customs Department has therefore devised a procedure to alleviate the complexities of presenting shipping documents for these businesses. This procedure is known as a "Multi-Trip Vessel Shipping Manifest". The Customs Department has set a single primary condition: "Goods allowed for the Multi-Trip Vessel Shipping Manifest must be components assembled into a complete set". No less, no more. Moreover, importers must apply for permission to create Multi-Trip Vessel Shipping Declarations before the first vessel docks to allow customs officials to review and verify the details in advance.


The documents required to request permission to carry out the Multi-Trip Vessel Shipping Manifest are as follows:

  1. National ID card - Customs officials will photocopy from the original document. The applicant must certify the copy by signing in front of the customs official only.
  2. Corporate Certification, not older than 6 months from the date of application. Customs officials will photocopy from the original document. The applicant must certify the copy by signing in front of the customs official and affixing the corporate seal (if required by the Corporate Registration Certificate).
  3. Power of Attorney with the required legal stamp duty.
  4. Request for Permission for the Multi-Trip Vessel Shipping Declaration and the Guarantee Agreement for the Multi-Trip Vessel Shipping Declaration.
  5. Purchase agreement or complete set order document.
  6. Price list of goods.
  7. Catalog of the complete set of goods.
  8. Project Plan or Work Plan for installation or assembly of the complete set.
  9. Form notifying the details of the Multi-Trip Vessel Shipping Declaration. This form, as specified by the Customs Department, should contain the complete list of goods imported as per the request for Permission for the Multi-Trip Vessel Shipping Declaration.


Steps for applying for the Multi-Trip Vessel Shipping Manifest procedure are as follows:

  1. Document Inspection: It involves checking the application for a multiple voyage cargo clearance and its corresponding guarantee contract, receiving the application documents, verifying the form of the application, and checking the supportive documents accompanying the application.
  2. Document Consideration: It entails verifying the information present in the application and supporting documents that are sufficient for consideration, and deciding on the guarantee amount.
  3. Approval or Notification: The authorized person will approve or inform the applicant of the result along with issuing a bill for guarantee money and the fee for the multiple voyage cargo clearance procedure.
  4. Document Inspection: It involves examining the request for summarizing the multiple voyage cargo clearance, receiving the application documents, checking the form of the application, and the supportive documents accompanying the application.
  5. Document Consideration: It involves verifying the summary of the multiple voyage cargo clearance and its supporting documents. Also, checking the items imported according to the multiple voyage cargo clearance at the place of business to see if the items imported on each voyage have been assembled into a complete set.
  6. Approval or Notification: The authorized person will approve or inform the applicant of the result along with refunding the guarantee money for the multiple voyage cargo clearance procedure to the importer.
