Conditions for Establishing an Onshore Warehouse for Liquefied Petroleum Gas Storage

     The establishment of an onshore warehouse for storing liquefied petroleum gas (LPG) involves certain permit conditions that applicants must adhere to, as follows:

  1. The proposed location must have obtained a permit for LPG storage, in accordance with the 1999 Fuel Control Act or other corresponding laws, and must be situated in an area deemed suitable by the director, where customs officials can conveniently monitor and control activities.
  2. The construction process must follow the plans and blueprints submitted with the application, which the Customs Department has approved. The facility should have secure fences and entrance-exit doors, and a workspace for customs officers. Within this workspace, there must be a computer with a communication system that links to the databases of relevant agencies, such as the Navy, Police Department, Excise Department, Customs Department, Trade Registration Department, Public Works Department, and National Energy Policy Office, etc. This system will aid in inspection, supervision, and suppression tasks. A warehouse signboard should also be displayed. The facility should be equipped with storage tanks for LPG, with a combined capacity of no less than 3,000 cubic meters (3 million liters). Every LPG storage tank should be structurally sound and certified by the Energy Business Department. The facility must have efficient and controllable inlet and outlet pipelines for managing LPG quantity.

     Furthermore, the facility must undergo inspection and have the accuracy of its tank capacity calculation tables verified by the Customs Department. This is to serve as a standard for calculating the quantity and weight of LPG that is imported, stored, and exported from the onshore warehouse.
