Documents for requesting permission to send job seekers to work abroad under the System of Training and Technical Practice Programs for cases of request submission to the Department of Employment, Ministry of Labor, Thailand

According to law, the process of requesting permission to send job seekers to work abroad under the system of training and technical practice programs, and the submission of request at the Department of Employment, Ministry of Labor, Thailand, must be conducted legally in accordance with the 1985 Employment and Job-Seeker Protection Act and its amendments, including the regulation of the Department of Employment regarding the permission and the process of sending job seekers to work abroad under the 1999 system of training and technical practice programs. For the submission of request at the Department of Employment, Ministry of Labor, Thailand (Jor Tor 3 - Japan (Internship)), the supporting documents required are as follows:

  1. Request for permission to send job seekers abroad under the training and technical practice programs (Jor Ngor 27 Kor) (Original 1 set)
  2. Agreement to send job seekers to work abroad (Copy 1 set) between permit holder and receiving organization
  3. Letter from the receiving organization requesting the permit holder to find job seekers (Copy 1 set) specifying job type and the number of workers
  4. Certificate of being a receiving organization from the respective legal entity of the country involved (Copy 1 set)
  5. Employment contract or training contract or practical training contract (Copy 2 sets) between the receiving organization and the worker
  6. Permission to recruit job seekers for working abroad under the training and technical practice programs (Jor Tor 2 Khor form) (Copy 1 set)
  7. Certificate of the organization sending job seekers abroad under the training and technical practice programs (Copy 1 set)
  8. Documents related to work permit abroad (Visa) (Copy 1 set)
  9. List of job seekers going abroad under the training program (Original 5 sets)
  10. Education qualifications of job seekers (Copy 1 set)
  11. Medical certificate showing that job seekers have passed a health check (Original 5 sets)
  12. Job arrangement contract (Jor Ngor 33 Kor form) (Original 2 sets)
  13. Permit to find jobs for job seekers to work abroad (Jor Ngor 6 form) (Copy 1 set)
  14. Bachelor's degree or higher in a program that uses the language that appears in the document (English) as the language of instruction by the translation certifier along with a certified copy (Copy 1 set)
  15. Notice of individual fee collection and cost of job arrangement, one set per person, with a copy of legal fee evidence collected from job seekers, one set per person
  16. Parental consent letter for job seekers under 20 years old (Copy 1 set)
  17. Medical certificate not exceeding 90 days (Original 2 copies / Copy 2 copies)
  18. Labor skill test certificate for sending craftsmen (Copy 1 set)
  19. Certificate of passing language skill training according to the criteria of the receiving organization (Copy 1 set)
  20. Letter to correct various documents from the employer (if any) (Copy 1 set)

The conditions for supporting documents are as follows:

  1. For each copy of the document, the original document must be presented on the day of application.
  2. The licensed employment agent must certify copies of the listed documents and the translator must certify the translation.
  3. Documents 2, 3, 4, and 5 must be verified by a notary public or Thai labor office located in the country where the job seeker will be working. In the event that there is no Thai labor office in that country, the Thai embassy or consulate responsible for caring for Thais in that country, or the chamber of commerce of the employer's nationality or of the country where the job seeker will work, must certify the authenticity.
