The Eastern Economic Corridor (EEC) is one of the development plans included in the 20-year national strategy to develop the 3 provinces in the eastern region: Chachoengsao, Chonburi, and Rayong. including near buy provinces to connect seamlessly with all systems and aims to be the economic center of the region
77 projects of infrastructure and public utilities have been developed in the EEC area, which is under the responsibility of the Ministry of Transport to upgrade the transport network.
In the urgent phase, starting in 2023, there are a plan/projects that must be implemented immediately to continuously impel economic development in the EEC area, totaling 29 projects with a total budget of 125,599.98 million baht, and the budget for the year 2023 are 25,425.65 million baht, including major projects such as
- An feasibility study to increase efficiency and increase railway capacity, Hua Mak - Chachoengsao - Sriracha Section.
- Double track railway project, Sriracha - Map Ta Phut section
- Secondary mass transit system construction project to support HSR Phase 1 (Chor Bor 3 HSR Chonburi
- Ban Bueng - EECi Ror Yor 4 Rayong - Bankai - EECi) (Private section/PPP.)
- Koh Larn tourist pier construction improvement project, High-speed taxiway, and taxiway extended construction (U-Tapao Airport).
- Development of Intelligent transportation systems to increase the efficiency of traffic management and transportation in the areas of Chachoengsao, Chonburi, and Rayong provinces.
- Demolition, relocation of utilities, and replacement construction in the high-speed rail project area to link three airports.
- Clean energy procurement projects (Private sector/PPP).
The medium phase, starting from 2024-2027, is a work plan/project that needs to be continued from the urgent phase totaling 48 projects and a total budget of 212,197.09 million baht, including major projects such as
- Sriracha - Rayong new double-track railway project, the project to increase the role of the private sector in the transportation of goods (Nong Khai - Laem Chabang route) (private section/PPP).
- Chachoengsao Dry Port Project (Private sector/PPP).
- Secondary Mass Transit System Construction Project to Support HSR Phase 2 (Private section/PPP)
- Commercial Port Service Development Project (Sattahip Port) MR2 (Former name: Special highway Project between Chonburi - Nakhon Ratchasima (Laem Chabang - Prachin Buri, Highway No. 359) (M61)) (Private section/PPP)
- Installation and improvement of Container Terminal Management System (CTMS) for Single Rail Transfer Operator (SRTO) of Laem Chabang Port, Phase 3
- Chachoengsao Dry Port Project (Private section/PPP)
There are also projects to link high-speed train stations/TOD and airports with Muang Mai that are under study, for example, a highway project connecting Motorway Route 7 and Road 331 connecting to the Muang Mai around the Jomtien-Huay Yai intersection (Yor 14 new on the EEC plan), Elevated interchange project at the intersection of Highway No. 331 and Motorway No. 7 linking the new city (Wat Yan area) Secondary mass transit system construction project (Feeder) linking U-Tapao Airport - Mueang Mai – Pattaya.
The next phase plan (starting from 2028) is a plan to support the sustainable development of the EEC area, including the transportation network linking with neighboring countries to support the EEC to be the economic gateway of the CLMV completely, totaling 29 projects with a total budget of 420,319.29. million baht, there are major projects such as
- MR7 (Former name: New double-route project Ban Chang - Rayong - Chanthaburi – Trad section).
- Rayong-Chanthaburi-Trad High-speed train project, Rayong-Trad section.
- Nong Pla Dook ICD feasibility study project.
- New double-track railway construction project Phan Thong - Nong Pla Dook.
- Naval Shipyard development project at Nam Now Beach (Sattahip Pier).
- MR6 Project (former name: Bangkok Intercity Motorway Aranyaprathet (M71)) MR7 (former name: Chonburi-Trad Intercity Motorway Project (M72)).
There are a total of 77 projects under the 2023-2027 Action Plan, with a total budget of 337,797.07 million baht, divided into government investment from the national budget, Loans, and budgets of state enterprises 61 projects for a total amount of 178,578.07 million baht (52.87%) and private investment, public-private partnership (PPP) for 16 projects with a total amount of 159,219 million baht (47.13%). , Divided into investment in infrastructure 295,710.49 million baht (87.5%), utility system 38,382.58 million baht (11.4%), and promotional measures 3,704 million baht (1.1%).
