How much is the state property in the 8 Special Economic Development Zone being utilized?

State properties in 8 special economic.

        State properties in 8 special economic development zones have been designated as pilot areas for development for rent to the private sector as well as for use by government agencies. It is generally known that the state property is considered a rental area, which sets the price not high, which is highly conducive to utilization in the area.

        The Treasury Department has set the criteria for selecting land developers for investment in State Property in the Special Economic Development Zone as follows:

  1. All buildings that the lessee or sublessee has constructed become their property, unless they are a factory designed for the public good. The lessee has the ability to sublease the lease or deliver benefits according to the objectives.
  2. The tenant has the authority to enter into a loan agreement with a financial institution without seeking approval from the Treasury Department by using his leasehold interest in the state-owned land, including the tenant’s buildings and structures.
  3. The lessee will receive a leasehold right for 50 years.
  4. The Joint Venture Act and the Town Planning Law are not enforced.

        At present, the area has been designated and has progressed to be utilized.  

    1. Sa Kaeo Special Economic Development Zone (Aranyaprathet district, total area 1,186-3-23 rai)                  
      - Plot 1, area 525-3-0 rai, the Customs Department completed the construction of the CIQ checkpoint.
      - Plot No. 2, area 660-2-23 rai, Industrial Estate Authority of Thailand (IEAT) completed the construction of an industrial estate. At present, 39 percent of investors have already used the area for business operations.

       2. Trat Special Economic Development Zone (Khlong Yai District, total area 888-2-72 rai)
          - Property Perfect Public Company Limited leased land in Nov. 2016. Currently, it is in the process of adjusting the operational plan to start investment.

      3. Kanchanaburi Special Economic Development Zone (Mueang District, total area 8,193 rai)                             
          - The private sector 2,979-0-72 rai are for rent.                   
          - Prompreiangchai Construction Co., Ltd. has rented the land.

      4. Tak Special Economic Development Zone (Mae Sot District, total area 2,182-3-64 rai)                                             
         - Private sector to rent 1,067-2-27.7 rai and IEAT to rent 671-2-05 rai.
           Plot 1: The Treasury Department completed the bidding process for investor selection, preparing for the private sector who received the right to develop the State Property to sign the lease agreement.  
           Plot 2: IEAT has completed the design of the industrial estate and prepared the EIA, and is expected to begin construction in 2023.

      5. Songkhla Special Economic Development Zone (Sadao District, total area 1,069-2-08.7 rai)     

      - Part 1: IEAT completed the construction of the industrial estate. At present, 69% of the area has been used by investors.  

      - Part 2: IEAT has finished the industrial estate's design and created the EIA. The issue of persons occupying the land is now being resolved in Songkhla, and once it is, the Treasury Department will  continue to rent the IEAT and the sub-district municipality office. An area measuring 19-3-28.3 rai was made available to Kham for the construction of a road connecting the Songkhla Industrial Estate Project with the second Sadao customs post.   

      - Part 3: Songkhla Provincial Administrative Organization has finished adjusting the area and studying the investment model. It is in the process of applying for permission from the Department of Land Transport to establish a passenger terminal, which is expected to begin construction in 2023.

      6. Mukdahan (Mueang District, total area 1,081-0-23.1 rai) The Treasury Department is in the process of bidding for investors.

      7. Nong Khai (Sa Krai District, total area 718-0-46 rai) The Treasury Department is in the process of bidding for investors.

      8. Nakhon Phanom (Mueang District, area 1,363-2-17.1 Rai)

      JCK International Co., Ltd. has received development rights and has leased land from the Treasury Department.
