Issuance of substitute for alien certificate in case of damage or loss

         A foreigner who wishes to be issued a substitute for an alien certificate in case of damage or loss must notify the local registrar of his or her domicile or residence within 7 days from the date of expiration or awareness of such damage or loss to apply for a renewal or a replacement for a new identity certificate, as the case may be, and prepare original documents, including four half-body photos with straight face and without hat, size 4X6 cm, taken within 30 days, and the TM.7 form for consideration.

The official carries out the following procedures: 

• Checks the evidence, comparing the photos in the original document with the person;
• Checks the last renewal;
• Copies the texts from the duplicate stub into the certificate;
• Attaches the photo in the application, a stub, a certificate, 1 photo each, and sends the rest of the photos to Division 4, Supervision Division 1, Immigration Division1, to be closed at the end of the document;
• Finally, the official records on the blank page next to Page 1 in red ink: “The substitute for the damaged or lost original has been issued and the fee has been collected according to Receipt Book No.… No.… Dated…” and signed by the registrar.

         In the case of no original document existing at the current local registrar, please contact the local alien registrar for evidence before transferring. In the case of recourse and the original document is not found, please submit this issue to Supervision Division 1, Immigration Division 1 for consideration. The identity certificate must not be replaced without the original document without permission from the Immigration Commander 1. 

         Damage of the certificate includes the case where all photo slots are attached and the item is blurred because of getting wet or any other case, as well as missing essential parts. 

         In the event that the certificate is damaged, and only some parts are missing, it must be sent with a current photo, the receipt number, date of payment of the fee.

         Alien Registration Act, B.E. 2493 (1950) stipulates that the fee for issuing a substitute for an identity certificate in case of damage or loss shall be collected at the rate specified in the ministerial regulations, but not exceeding 200 baht.

         And if you fail to apply for a substitute for a damaged or lost identity certificate, you shall be liable to a fine not exceeding one thousand baht.
